1. In the bowl of a stand mixer, cream the butter and sugar until fluffy, then beat in the eggs and vanilla.
2. Mix in the sour cream and milk.
3. Combine the flour, baking powder, salt, and baking soda in a small bowl and gradually add to the wet mixture and mix until the batter is smooth.
4. Gently fold in the rainbow sprinkles.
5. Line a muffin tin and use a 1/4 cup measure to scoop the batter into each liner.
6. Bake at 350°F for 18−23 minutes. Cool completely on a wire rack.
7. Make frosting: In a mixer, cream the butter and salt. Sift in the confectioners' sugar, then drizzle in the cream and vanilla. Beat until the frosting is light and fluffy.
8. Pipe the buttercream onto the cooled cupcakes and decorate with more sprinkles.
